Could PLAYRDesign be installed in Windows?

Sorry to bother again, but it is really important for me to use PLAYRDesign in my experiments for this package is quiet a useful and powerful in designing a primer. But after failing several times while install this package in a Linux Sever, I am trying to install it in my own Windows. Up till now the current problem is my R version is not suitable for it, so I would like to know which R version is available for PLAYRDesign. And I will try again to install and use it. Words fail to express my gratitude.
