GBH: Test for rebalancing IDs in the Fedora tree

Summary

We need to rebalance the IDs through Fedora to create better performance. We want to start on demo and remove the old IDs from Fedora.
We think we can do this with a single request per item. This could be a process that slows imports but could fix the 404 errors.

Acceptance Criteria

• Want to confirm that this works and does not leave any broken associates.
• How long will this take to do on production?
• Verify there are not other issues created.
• Have a suggestion about if this should be done now, or wait until after imports are complete.
