Nuxt image has issue with images that are not SSR generated. #1567

If you have local images hosted from assets in a v-if nuxt image breaks.

If you inspect the url it would actually reference an image that was never generated during build.

I would like Nuxt image to reference it like a normal <img tag when this is the case.
