Support CCSDS TDM in KVN format

High level description

The new tracking data arc makes it easy to support any number of measurement types. This should make it easy to support (de)serializing from/as TDMs in KVN format (XML format will always be more challenging and verbose).

Requirements

• Read TDM files
• Write TDM files

Test plans

• Raise an error if the path is not supported (e.g. if it's a one way measurement, or the return isn't the origin, cf. Two way range and doppler measurements with different senders and receivers #263)
• Support aliases to map the name from the TDM into the name used in the ground station configuration

Design

This should be very similar to the OEM support.
