UBL-2.4-csd01wd02-20221127-0125z clean build

This is a clean build of UBL 2.4 csd01wd02, except for a problem with validating code lists. This has not been addressed as the code list validation is being replaced per ticket UBL-337, so why bother fixing something that will be replaced?

As always, the "archive-only" ZIP is for posterity and the other ZIP is for distribution.
