Making 'has characterizing marker set' (RO:0015004) an annotation property

@dosumis and I were discussing this in Cellular-Semantics/CL_KG#66. The reason we are requesting this change is to avoid having one cell type class inherit a biomarker set from another class, which can be avoided if this is an annotation property.
