Expected Behavior

Click on a browser dock and the hotkeys still work

Current Behavior

Click on a browser dock and the hotkeys only work intermittantly

Steps to Reproduce

1. Create a scene with several sources
2. Set hotkeys to toggle visibility for the sources
3. create a browser doc (I used https://phet-dev.colorado.edu/html/build-an-atom/0.0.0-3/simple-text-only-test-page.html)
4. dock the browser
5. lock the docks
6. test the hotkeys to change visibility (I used ctl-alt-1, ctl-alt-2, ctl-alt-3) and verify functionality.
7. click in the browser dock on the page.
8. test the hotkeys again and they will become intermittent.
