Expected Behavior

As indicated by the title, only the X264 encoder is available in OBS now(AI Translator")

Current Behavior

Previously, both were available; I was using a device with 12400 and Intel
B580, and I used an AMD GPU before switching to the B580. After the switch, when I opened OBS, I could still
select QSV encoding. However, today when I opened OBS, I suddenly only found X264 as my option, which uninstalling
and reinstalling didn't resolve. Upon finding the installation package from 2022 that wasn't deleted during the
previous setup of OBS and installing version 28.0.3, I could at least select QSV encoding. But it seems like the
B580 still can't utilize this feature."

Steps to Reproduce

"The issue most likely arose from something I did recently, which was upgrading to 24H2 a few days ago. (two days ago)This is my
top suspect because until then, with Windows 23H2, I could choose between the discrete GPU, integrated GPU, and
CPU."

Anything else we should know?

ImageThe graphics drivers for both the dedicated and integrated GPUs are up to date, as is the Windows version.At the time of uninstallation, the OBS version was the latest one.

ImageTo add on, I've reinstalled OBS multiple times and tried several versions starting with "30", but they only
support the X264 codec. The OBS installation package left from 2022 does utilize the hardware-acceleration of my
integrated graphics card (Intel Quick Sync Video or QSV), however, it's worth mentioning that I didn't have access
to the B580 model back then as it wasn't available yet. It might be possible that my GPU wasn't recognized by
those versions of OBS at that time due to its release status.
