The OCaml version strings for the latest OCaml compiler version, the latest stable version and so on can be retrieved using the ocaml-version rather than being hardcoded in opam-ci itself.

We should port the hardcoded uses to library calls from ocaml-version, and add any utility function to that upstream library if necessary.
