Dose it possible to set the color background and image at the same time?

Can we set the paint area to white color and set background to fit the width size ?
Example: The screen h : w is 1200 * 800 the you set background Image that scale to 400*800 the Image should stay at the center and you still have space 400 top and 400 bottom for drawing on white space
