OMERO.web logs should be directed to docker logs #13

OMERO.web writes its logs to /opt/omero/web/OMERO.web/var/log/OMEROweb.log. It should write to stdout/stderr instead so they can be seen by docker logs

Here's an example of patching settings.py to log to the console (which is automatically captured by docker logs): manics@c7d44c2
