Update legacy associations with custom cross-VM associations

Projects will be able to update bridge-defined contracts with their own verified custom non-native VM implementations. As such, the bridge will need a process by which these custom-associations can be made, verified and then the associations updated, labeling the case as having been updated from "legacy" onboarding. This process should retain and capabilities necessary to fulfill bridge requests.
