Generate "dist" files for OnionTree Sentinel #2

OnionTree Sentinel uses files generated by oniontree-generate, a command found in oniontree-tools. Having those files generated from and versioned in separate repository is a massive headache to manage. I think it would help to have those files generated and distributed from one source.

The format is here: https://github.com/oniontree-org/dist/blob/master/public/oniontree/all.json

Apart from exporting all-in-one file, I also propose to export different OnionTree tags into separate files.
