Each value in the output of the HorizonMetric is measuring the model's error for k time steps ahead. So the 43.849617 in your screenshot is the average of the all errors for predictions that were made 4 steps ahead. It does not take into account errors that were made for predictions 1, 2, and 3 time steps ahead.
