Import dialog is empty

Steps to recreate

1. Go to all build definitions
2. Click on an elepsis for a build
3. Click on import

Current behavior

An empty popup shows up

Expected behavior

I assume it's not supposed to be empty.

I'm experiencing the same issue on a Team Services account. In my case it's not completely empty. It has an Import and Cancel button and the dialog title, but empty otherwise.
