Bobs logistiscs belt rework not detected

Bob's logistics adds a lower tier belt and adds the standard transport-belt to the logistics science. This is all done as part of the data-fixes stage. The belt tech detection for creating the external belt-upgrade technologies also runs in the data-stages stage and runs before that of bobslogistics. Hence, it does not see that the logistics tech unlocks the transport-belt and can't create the right upgrade technology.

My knowledge of modding is minimal, but adding boblogistics as hidden optional dependency works to change the load order.
