Not much explaining how to use beta.openreblock.org. See fieldpapers.org example.

The key thing that seems to be missing from my perspective is a short statement of "how to" -- who can use it and how they can actually use it. What does one upload and then what can you do with it and how do you do that? Maybe approaching it from a user's perspective and walking briefly through a story of what you would do with the tool would do the trick nicely.

... basic explanation of how someone can use this. For example, "you upload X, then you do Y, and the tool delivers Z."

First shot at this text. @lmbett @brelsford what do you think?

OpenReblock Beta: Interested in running the OpenReblock algorithm on your own map? Great! Follow these steps to get going:

  1. View the examples to see what your map will look like before and after.
  2. Create a shapefile with each parcel of a block outlined (try with a small section first).
  3. Upload the shapefile (you'll need to create an account first). Depending on the size of your block, the algorithm can take minutes to hours.
  4. View the result in your profile. The tool will show where the mathematical optimal paths are. These paths will give access to each parcel while minimizing the length of new paths.

Note: The OpenReblock user upload site is in beta. Please report an issue on GitHub if you encounter an error. Thanks.

@joeh Some small changes, otherwise this looks good to me.
