14th page to get to ISO downloads in TW ???

It might make sense to put Changes.txt into a directory off the main download, so you don't have to click through 13 pages to find the very first TW ISO from the TW ISO download site. Since people sort of expect to find the TW ISO downloads from the TW ISO download site.

You are referring to the large number of TXT files here: https://download.opensuse.org/tumbleweed/iso/

I don't think that's an issue for MirroCache maintainers but rather it should be brought to the attention of Heroes via progress.opensuse.org.

Also, for quickly downloading Tumbleweed or Leap ISO, get.opensuse.org is more appropriate. It's the default download page when following from the project homepage.

I feel your pain, I agree UI might need some improvements to highlight important files somehow, but it it not obvious how to do it.
Meanwhile you can also try typing "DVD" or "iso" in the search field in right corner above the table, or use P parameter in url for filtering, like https://download.opensuse.org/tumbleweed/iso/?P=*DVD*iso
