that file was renewed - is there still a problem with updates?
Regarding the original problem - here is my understanding (but it might need more detailed investigation).
Sometimes .deb files are rebuilt keeping the same package name.
That is something that will not work with current state of redirector on download.opensuse.org, which assumes that all files names are unique and there are no different contents with the same file name.
If that is true - the probject on obs must be tweaked, so subsequent rebuild of .deb package results in unique file name.
Still seeing this error today when trying to do a fresh install of podman in some regions. For example in India sometimes you get redirected to mirror.aardsoft.fi which fails.
