Introduce a command line option to specify the planning_backlog name as we already have for the set-priorities command, which was introduced here: eaaf517

I made a pull request corresponding the issue #134 (#184). You can review that and tell me about any changes. Can I work on this now?
This functionality is not clear to me. I am getting some idea from code, but not a clear view. Can you explain it a little?
