Use RFC6570 URI Templates in Store Configuration

As per openannotation/annotator-store#66, I think we should use RFC6570 URI Templates in the Store plugin's configuration.

Properly addressing both issues properly probably involves moving to a vendor media type so we don't break old clients, unless we make a clean break for Annotator v2.

I've been checking out http://jsonapi.org/ a bit and think it might be very sensible for an annotation store to implement.

From this point forward, I'm going to be keeping the Annotator issue tracker for bug reports only. Enhancements and feature requests should be made on the mailing list.

As this is a feature request, I'm going to close this issue. If you feel that I've miscategorised the discussion, and there is a genuine unaddressed bug, feel free to reopen with an explanation.
