Bug description:
No. of children is not mandatory in death declaration.

Steps to reproduce:

  1. Start to declare a death record as Health worker/ reg agent/ registrar
  2. Land on Deceased's details page.

Actual result:
No. of children is not mandatory in death declaration.

Expected result:
No. of children should be mandatory in death declaration as it will be printed in certificate.
