Bug description:
When sending a mass email to all users, the "To" field displays the same specific email address for all recipients.

Steps to reproduce:

1. Login as National System Admin.
2. Navigate to 'Email all users' page.
3. Enter 'subject' and 'message'.
4. Click 'confirm'.

Actual result:
The 'To' field shows the same specific email address for all users.

Expected result:
The 'To' field should show the recipient's email address / 'me'.
