Add local table of contents to Redwood Product Notes #529

Acceptance Criteria

Local table of contents should appear in the Redwood product notes pages, matching specs in wiki - I just forgot how to do it initially 😬

Hey @jmakowski1123 - you had asked for there to be a local table of contents in the Course Search article, I added it after figuring out how. You can see here: https://docsopenedxorg--529.org.readthedocs.build/en/529/community/release_notes/redwood/course_search.html - look good?
