Open OEP for Mobile Application Code Base Modernization

We are planning to open up an OEP that spans proposed changes to the default mobile applications (both iOS and Android) for the Open edX platform, currently being drafted in Google Docs.

I have made this draft comment open for anyone who wants to make early suggestions, but the plan is to open this OEP soon as well as follow up our existing Discourse thread on this topic with a direct link to the OEP.

Hi @marcotuts this is such exciting news!

For your reference, when doing the Product OEP, we authored and did reviews in Confluence for 3 weeks (this being a more discoverable location than Google Docs); we then transcribed to RST in this repo and had a short 3-day review window focused on style and formatting. It worked well for us and our largely less-technical audience.

PS I'd keep this open until the OEP merges!
