Do not show learners their grades, certificates, or "next step" messaging until the course team has been able to validate grades, proctoring, etc.. and affirmatively "release" grades. Do not generate certificates until grades have been released.

for high-touch (specifically credit-bearing) experiences there are teams who wish to review coursework submissions, proctoring evidence, and discussion engagement prior to finalizing and releasing a grade to a learner.

Better aligns Open edX to standard campus practices and could improve the adoption of Credentials and nudging communications.
7. Please provide 2-3 use cases and/or user stories in support of this feature
plagiarism and cheating review prior to final grade
reduce learner confusion by limiting messaging that indicates passing, when the grade is not yet final
adds credibility to credentials
