Currently a Sampler can only implement a single SamplingProcedure. Should that be opened up?
If a human is the Sampler, this human can implement many procedures.

I thought the Sampler IS the human doing the sampling, should definitely support multiple SamplingProcedures. The explicit SamplingProcudure utilized in the Sampling is then provided with 0..1 cardinality
