Restore download CSV responses flow to encrypt-submission playwright test suite #6307

The download CSV responses step in the encrypt-submission playwright test suite has been commented out as it fails for the following tests for all browsers (both local and GitHub Actions):

  • "Create and submit storage mode form with all fields"
  • "Create and submit storage mode form with all fields shown by logic"

We should restore this step once we figure out what's wrong.

Note: this is part of a series of issues created due to the PR to try to fix Playwright tests (#6208).
