Particularly germane is General Fund vs others, given the Council voting process. (E.g., the ability to isolate "general fund only" as a top level filter for comparisons -- spending by dept from the general fund only, revenue by category from the general fund only, etc.)

Would require adding or updating endpoints in the data API as well as creating a filter function in the UI
