Update Windows nightly workflows to trigger from GHA.

Is your feature request related to a problem? Please describe

There is little visibility into the nightly gradle checks that run on Windows unless searching from Jenkins. This makes it difficult to stay on top of and fix issues on windows platform.

Describe the solution you'd like

Ideally there will be a workflow file inside of OpenSearch core to trigger the workflow and report/autocut issues for any failure. This further gives us flexibility to change the workflow triggers if needed to on-merge or on PR.

Describe alternatives you've considered

Leaving as is and updating the workflow to report failures directly.
