Use fixed timestamp for sensor description

The lack of a fixed timestamp for the sensor description is causing a new version to be created on the server. Using this fixed time will also fix an issue related to the server rejecting the insertion of the sensor due to a time difference

This is caused by the 'now' for the phone not being the same as the server's 'now'
