Update choices on Child SMC Form for question "Administered SPAQ" from "No - Other Reason - specify" to just " No - Other Reason"

go to a structure with registered elible child
tap on Dispense SMC
Scroll down to ""Administered SPAQ"" question

Issue:
last option is ""No - Other Reason - Specify, this should just be ""No - Other Reason".
