Improve 4G signal to OOB at DB4 #1195

The 4G connection to DB4 is very slow and the connection stutters / splutters a lot. Working on a serial console is painful.

Replace Antenna with a better one See Upgrade 4G antenna @ AMS #1111
Force 4G network to a better network
