Forked from: #678

We should publish a latest.txt or similar to allow users to discover what the latest object is for particular planet datasets.

eg: https://osm-planet-eu-central-1.s3.amazonaws.com/planet/osm/latest.txt with contents: 2023/planet-230918.osm.bz2
