Restore Archived Planet files to public S3 #967

We have an archive available of old planet dumps in a private "deep-archive" S3 bucket.

There planet dumps should be exported to the public S3 bucket.

Started the restore of planet-120912.osm.bz2 (first ODBL planet) from deep-archive as a test run.

This has been scripted and will run over the next month or more.

Best place for now viewing what data has been restored is via: https://grant.dev.openstreetmap.org/planet-on-s3/

changesets restore is done. discussion in progress.

Only now waiting for full history planet files in osm.bz2 format now to finish. All other files are done.

ETA 2 to 3 days.

Done! Most of the restored files cannot be seen via planet.osm.org but require an S3 browser eg: https://grant.dev.openstreetmap.org/planet-on-s3/

notes dumps were initially missed, but have now all been copied across.
