Upgrade Noto Arabic font in Carto and other map tiles

Google Noto Arabic released new versions today which fix some longstanding issues. The one that I'm aware of in OSM is the ڵا in this Kurdish label:

(it's the one in a U-shape right of ت)

I discussed the issue in another repo around 2020: gravitystorm/openstreetmap-carto#4152 but today on Slack was advised to ask about it here

The fonts are a matter for the style repo.

Are you sure about that? It looks like osm-carto's get-fonts.sh is only run when a new version of osm-carto is released. I don't think it would catch a new font release on https://github.com/notofonts.

Well I assumed it encoded the version. I just remember them taking control of the fonts and providing a script to install them.

I've rerun get-fonts.sh manually and everything except NotoEmoji and HanaMinA/HanaMinB has updated. I don't think NotoEmoji has changed, and the other ones are being fetched from osdn.net which is redirecting to osdn.dl.osdn.net which has an expired certificate...

Should we maybe be rerunning the script once a month or something?
