Disable the 'synchronize-jenkins-mirror' job for development instances #23

When standing up a new Jenkins master instance for testing or development, the 'synchronize-jenkins-mirror' will be enabled by default which is not intended. That job should only be run from the production master instance, and disabled everywhere else.
