forgetting an identity doesn't fully 'forget' it #586

Right now, when forgetting an identity it's not fully stopped and cleaned up from the ZDEW until restart of the client. find out why and fix it.

Steps to reproduce:

add an identity
forget the identity
tear down the instance of ziti
the old context should still be alive and logging

will be closed by openziti/ziti-tunnel-sdk-c#672 and whatever release comes from when that issue is resolved
