feature: Be able to add "warning" on fill rate for a Resource Manager Pool

Describe the Feature Request

As an user, I would like to have some kinda of "alerting" on the fill rate of a given pool.
This could be per resource or per Pool.

This alert could be configurable at different % of utilization.

Describe the Use Case

Instead of letting a pool be 100% used and waiting to have a failed deployment due to it, I would like to be able to prevent it and be given the time to add more resources to a pool.
