KiCAD design documents make no mention of countersunk holes on the back layer of the PCB, just using a silkscreen ring to allow board to be countersunk after the fact once you determine it is necessary3
Suggested Solution
Suggest adding user comments or drawing detailing the needed countersink on the PCB. From there it can either be farmed out to the PCB supplier if they can perform this operation or the end builder can do it themselves.
