GITHUB action dependancies need updating to node16 from node12 #680

GITHUB action scripts need review as they are raising the following warnings during run.

The following actions uses node12 which is deprecated and will be forced to run on node16: 
actions/checkout@v2
actions/upload-artifact@v2.
