Remove ANT and committed Eclipse project files and replace with SBT projects (probably nested with a master project at the root of the repo). Eclipse project files would be locally generated by SBT.

This change would also comparatively easy use of a CI system. See #203.

Scala compile flags: old "optimize" off; "Xcheckinit" & "unchecked" on
e139222 
"optimize" was deprecated for Scala 2.12
"Xcheckinit" will throw on uninitialized field access
"unchecked" warns on problems caused by type erasure
