New feature for planning and predicting future personnel requirements of a department

The idea of this request is to extend the feature set of helpwave tasks after the MVP phase. The focus for this feature is on delivering a capable tool to plan ad predict future Workloads for a department and the required personnel needs. This should include a forecast which create warnings if the needed personal will not match the future workload.

For this feature it could be interesting to have a look at what ai can do in this use case.
