excuse my English, i'm not a native speaker...
when booting a live cd, there should be an option to boot into "normal" mode while the default (selected on timeout) should be "all accessibility options enabled" mode.
When set, all optional accessibility tools are enabled in the installer.
Hence, if someone can not access the ui when reading is not set can use the live-cd to install a version of mint usable by this user. Same if your cannot use the mouse/keyboard. This "accessibility by default" behavior should propagate to browser/office/apps offering extra support
even an already installed mint can be brought to this mode, to support first/one time users, but this is an extra not needed that much
to realize this, there is imho needed a flag and additional option pages in the installer if said flag is set.
maybe this must be done by a more general scope than mint, but mint should be part of the party
