Yes. It's windows subsystem for Linux.

WSL doesn't support Bluetooth (unless there is some way to give it exclusive access to a USB device like you can do in VirtualBox - plus this would required enabling D-Bus and BlueZ in WSL).

So you can either run pybricksdev on Windows directly or you will need a virtual machine that actually lets you have access to the Bluetooth hardware.
