The bug has been reproduced. To reproduce the issue, please follow these steps:
Select the motorcycle profile.
Go to the Navigation button → Settings → Avoid roads.
Enable the "No motorways" option.
Use the following start and end points:
Start: 21.029206, 105.829487
End: 21.026185, 105.837625.
As a result, you will observe that the app avoids part of Quoc Tu Giam Street. You can also view the route in the web version here: OsmAnd Route.
Additionally, it is worth noting that OpenStreetMap has the tag oneway:motorcycle = no for the specified section of the road, allowing motorcycles to travel in both directions. You can check this link for more details: OpenStreetMap Way.

Actual route
OsmAnd avoids part of Quoc Tu Giam Street where cars are allowed to travel in one direction but motorcycles are allowed to travel in both directions.
