Add parcel fabric to ID editor

@jonahadkins I know this request is a bit stale, but I continue to prolifically use the Detroit overalys you built in iD. Is it possible to include the City's parcel fabric in this request? It would true up land use patterns and correct some misalignments in other data (e.g. the parks layer)

The most valuable fields for mapping are ownership, owner address, and parcel address.
