node_perform_pert time output

When the user performs an IK-based transformation, node_perform_pert outputs the calculation time of the IK solver.

However, when the timeline is paused and the user performs a perturbation, the tool always outputs time of 0s.

The percentage done element doesn't take in node height only node std deviation, so is really broken for whenever node height is changed. Especially as of 935799f
