“Hide navigation bar” causes horizontal black bars to be shown on screen

Issue description

Enabling “Hide navigation bar” in settings results in slight letterboxing with horizontal black bars in the top and bottom of the screen. Intended result would be to have the displayed gameplay area sit flush with the top and bottom portions of the screen.

Steps to reproduce the issue

1. Open options, Graphics > Display > “Navigation Bar”
2. Restart Game
3. Navigation bar is now gone but bars show up in top of screen.
