RFD PDFs committed to non-default branch

Onl July 27, 9:21AM CDT, cio looks to have made ~80 commits containing PDF files to a non-default branch. All of the commits have the generic messages as they all run through the same helper function.

• Update commit writing so that all commits log a message of exactly the operation they are performing, and contain material in the commit message that can be uniquely tied back to a log.
• Include in commit messages an identifier to tie the commit back to either the webhook or job that triggered it.
